...but here were are talking about a concrete frequency of 17265 Hz, 
which i assume is not a calling frequency for maritine radio telephony. 
And, we're talking about defined power levels in the range on a few 
100uW. If you try to receive such a signal in 10km distance, you will 
see that the 50Hz harmonic QRM is higher, in most locations...
