I recall an offshore broadcasting station in the North Sea which inadvertently tuned 
up on its second harmonic (2182 kHz – the distress and calling frequency for 
marine radio telephony). It rendered the frequency unusable for more than half an 
hour, preventing coast stations from Niton through Scheveningen to Humber monitoring 
for distress calls.

In any case, what counts in the end is not the letter of the law but the 
attitude of the enforcement agency in the country concerned.

...but here were are talking about a concrete frequency of 17265 Hz, which i assume is not a calling frequency for maritine radio telephony. And, we're talking about defined power levels in the range on a few 100uW. If you try to receive such a signal in 10km distance, you will see that the 50Hz harmonic QRM is higher, in most locations...
