That is the critical point. There are some services which do not appear often, 
but which need a clear channel when they do.

I recall an offshore broadcasting station in the North Sea which inadvertently 
tuned up on its second harmonic (2182 kHz – the distress and calling frequency 
for marine radio telephony). It rendered the frequency unusable for more than 
half an hour, preventing coast stations from Niton through Scheveningen to 
Humber monitoring for distress calls.

In any case, what counts in the end is not the letter of the law but the 
attitude of the enforcement agency in the country concerned.
