LF: Opera QRMing DF650BAR

I see DF650BAR, but very weak ('M') copy on 137.695kHz. I was going 
to tail end DK7FC's QSO but a strong, Opera signal drifted across the 
frequency, obliterating them.

I believe someone predicted that was going to happen!

Bandplanning used to involve discussion between interested parties (I 
have been involved in this at national and international level) but 
it seems a software writer can over-ride that.

If the software people won't play fair, can I issue a plea to Opera 
users to avoid the long-standing QRSS section of the band (137.700 +/-
 40Hz), especially near the centre frequency.
