No, the RSGB just handle some of the applications admin on behalf of Ofcom, which generally simplifies and speeds things up for amateurs. Only Ofcom have the authority to issue the NoVs.

Maybe - but I am not a lawyer ;-) Since the old NoVs expire tonight, and the new NoVs do not exist yet, you would be in a grey area where you were entitled to the extension, but you would not have a currently valid licence to use 501 - 504kHz.
