I read this as ?the
validity has been extended to 31/12/12 from 29.02/12. not an expiry and a
reissue with a new expiry of 31/12/12 so surely we can continue as long as we
apply on the webpage when it is up?

Ofcom has therefore determined that, to allow these discussions to be
completed, the current NoVs to allow experimentation between 501 and 504 kHz
should have their validity extended to 31 December 2012. This notice confirms
this fact.
You will shortly be able to obtain new NoVs carrying this revised expiry
date by completing a webform on this page. The RSGB is currently awaiting the
text for the NoV from Ofcom, and we will let you know on the website when the
form is available.
Please note this facility will only be available to those currently
holding an NoV for 501-504 kHz.
