From  what  you  say , assuming  you  have  no  frequency  inversion  , ie  ,   10-137-100   = 137-100   then  all  you  need  to  do  is  set the  RX to   10-137-000   USB  and  the   Op  decode  tones will  be in the  right  filter  pass  band
 
If its  inverted  , then  select   LSB , as the off  set  places  the  tones in the  filter ..

at present I only have a down converter set to 10.137.00 = 137,000
I can only receive at present how do I set up opera frequency.
