Yes activity on the bands below 160m has been low. However there is always some kind of activity going on. These frequencies are populated by a very small and specialised group so LF will never be like 20m on a good day.
I think we are lucky to have very active stations like yourself , Chris XIZ, Stefan, Markus to only name a very few who are showing what can be done by Amateur Radio ops on these very low frequencies. On VLF it is very early days and I for one have been amazed at the results to date.
 
IMHO the work being done on MF/LF and VLF is real Amateur Radio.  I'll bet just about every Amateur who has either received a signal or transmitted a signal on these frequencies, what ever their ability, has leaned something completely new about radio.
 
With Solar activity rising, the upper end of HF with its DX potential is bound to attract much more activity than these lower frequencies.
 
The time for a change within UK Amateur Radio has come but its not among the Ops and experimenters in the LF part of the spectrum where the change is really needed..

Activity very poor over the easter weekend on VLF/LF/MF whereas all the other amateur bands were buzzing and some long haul acty on 10 metres.
Maybe it is time to abandon the lower frequencies and concentrate on the higher end like 10, 6 and 4 metres.
The results on VLF es LF es MF currently do not justify the effort, VLF acty from the UK especially poor in spite of several stations being permitted to operate on the 9 khz band.
Time for a change!!
