This problem is the same as some 30 years ago when maritime coast
stations where operating in MF.
However considering the 20W ERP assume this will not be a big problem
against the 30kW used by coast stations at that time.
Also the density of users is very low.
More interesting is that FCC admits a lower frequency.
It is expected that in the EU 495-505kHz will be (re)-allocated to the
maritime service for digital broadcast.
Mainly for the high traffic EU waters.
The ITU-recommendation report is interesting reading stuff and most
probably compiled with data "we" provided.
Some graphics look familiar :-)

On the other hand If this (new) slot is already in use by US in due
time, it will be an advantage for EU amateurs when negotiating with
there ITU rep to maintain a segment in this part of the spectrum.

Dear all,
I guess on these frequencies they should be very careful not to break
into the if of many radios receivers! Hopefully most people will listen
on FM.

The FCC just granted a modification that allows the WD2XSH station to
use 461-478 in addition to the existing 495-510kHz slot.
Same power and bandwidth restrictions apply (20W ERP, 62 Hz b/w for data).
The new allocation is effective immediately and expires 1 August 2015.
