That signal at 26 kHz is a new one, transmitting sporadically since some days. My guess is Greek or Turkey. Most VLF/LF frequency lists are rather old. This is - as far as possible - up to date: http://sidstation.loudet.org/stations-list-en.xhtml NAA is off each Monday afternoon for maintenance. DHO38 indeed has been switched to OFF today just after the usual "Breakfast at Ostfriesland". 16 kHz is completely unknown. May be it's 16.4? What do you mean with "keyed"; Morse, FSK, MSK or else?
