- your transceiver transmitting on 8.970MHz into a dummy load (wideband mod is necssesary), divided /1000 with whatever logic you want (7490 etc)

- surplus ocxo (or tcxo) driving minidds: http://www.myplace.nu/avr/minidds/index.htm , the source needs a minor mod to set the desired frequency and waveform at startup, so that no computer is needed)

btw, what do you mean by stable?
