if you want to end up with a 50% duty cycle signal you need to divide by 13 and then divide by 2.
Divide by 13 can be done using a presetable 4 bit counter such as 74HC160 (http://www.datasheetcatalog.org/datasheet/philips/74hc160.pdf).

3560 and 3579kHz, both cheap crystals, divided by 26, give CW and QRSS frequencies on 136/137kHz. What is the simplest and cheapest way of getting divide by 26?
