A circuit diagram of the divider using a pair of 74xx161 devices can be seen in the top left of 
 
 
But as others have pointed out, you'll probably need a 50% duty cycle square wave, in which case use a single xx161 with feedback in the same way to divide by 13, then a xx74 device (or whatever) for the final /2

Hardwire a preset loaded values of (256 - N), it counts up from that and reloads the preset value when the count rolls over from 255 to 0
