I think I'm seeing a Loran line on 136.380, but no sign of any CW. Lots of
SMPSU QRM around that frequency, as well.

On the spectrogram I am seeing what could be very weak CW near to
136.400kHz, but there are several Loran lines close to this frequency, so it
is a bit hard to tell. The spectrum is a bit clearer near 136.350kHz - could
you QSY?
BTW, the lower end of the band is quite badly affected by the sidebands from
Lakihegy in mainland Europe, so you might consider a a higher frequency.
You could also try sending a series of "long dashes" for a few minutes, i.e.
key down for 10s, key up for 10s
