Paul Harden, NA5N has given some information on an other list.
The purpose is research of the ionosphere by triggering it by a signal
reflected by the moon.
The goal of this research is to gain a better understanding of propagation
and a 3D model of the ionosphere.
This should lead to much better (short term) propagation forecasts than
possible today.
Something we can all benefit from!
