Too often it is a local or national government official who decides that a 
Directive from Brussels is not severe enough to deal with the problem and 
decides to make it more rigorous (or he may simply dream the whole thing up 
himself). The polite abbreviation for this is CMB.

When there is a farce, he blames it on "Brussels". [I meant fuss, but perhaps I 
was right the first time]

For example, it is reported in our regional newspaper today that a Welsh city has forbidden its inhabitants to put used teabags into the municipal compost facility, because they may have been in contact with an animal product (milk) and therefore pose a risk of foot and mouth disease. But the proper way of making tea involves using a teapot (into which one never puts the milk), so there is no risk.
