Alberto,
 My BFO offset is 700 hz. I used a broadcast station on 620 kc for ARGO
frequency calibration. I'm using a Yaesu FT-990 so can't tune under 100 kc
for WWVB. I had to use and actual offset of  650 hz  VS 700 hz to make the
620 kc carrier at exactly 700 hz on the top horizontal scale. Now I presume
I should find RU6LA sending QRSS60 on 135921.8 Hz, somewhere around 700 hz
on the top horizontal scale?! Or place 135921.8 kz minus 650 hz equals
135921.15 kc in the offset box under calibration then RU6LA should show up
near 135921.15 khz on the top horizontal scale. Correct? If he is using 60
dots/secs should I set it at 60 or something higher like 120 dot/secs for
bettere reception?

        you did forget the decimal point.
If I read correctly, you typed 13770891, but you should have typed
137708.91 (note the point)
And, in any case, the value to specify in the offset field is the value
corresponding to the zero
beat on your Rx.  E.g.  if you tune the Rx in USB mode to 137000, then
of course the zero beat
will be at this frequency. When you receive a signal of, let's say,
137450.8 Hz, then you will
have a tone of 450.8 Hz.  If you don't set the offset field in Argo,
then this tone will be displayed
as 450.8 Hz. You can accept this, or, if you prefer to have the true
frequency displayed, set the
offset field in Argo to 137000. Then,  you will see that tone displayed
at 137450.8 Hz, its true
frequency.   Hope to have been clear enough.
