It's easier to imagine work done in hauling out a thin piece of plastic
from
between two charged plates rather than sucking out some liquid - does the
liquid oil stick between the plates like a strong surface tension ?

It might or might not, that's beyond my physics without digging out a
textbook. Even if it doesn't, energy has to be expended in moving it.
