May be that you forgot that the electric charge in the atmosphere is carried by free electrons, positive and negative ions, so you have to take in account the speed of those particles in your model.
The speed in the air is slow and depend by the electric field, nothing to do with the speed of light.
And the speed of negative charge carriers and positive carriers are not the same.
