Added.   Version 0.9 of ebnaut-tx

Completely untested because I don't have PC to hand with
a Windows emulator and a COM port.

Give it a try and hope for the best.   The PTT should come
on during 'test' mode, should come on 2 seconds before
the start of each transmission, and should go off immediately
after the last symbol.

If the next repeat starts within 2 seconds of the end of the
previous repeat, the PTT should stay on.
