A nice decode of 75 chars here,

 constant reference phase
 carrier phase: -137.8
 carrier Eb/N0: -2.9 dB
 carrier Es/N0: -12.35 dB
 carrier S/N: 23.41 dB in 17.7 uHz,
             -24.11 dB in 1Hz,
             -58.09 dB in 2.5kHz

BER was 30.2% which corresponds to Eb/N0 = +0.8 dB.  The
low carrier Eb/N0 measurement suggests some other signal
is within the 20Hz passband that I fed into the decoder.
