I believe that RX timing was correct. The clock of the LF grabber PC is controlled by an NTP Client, and my Loran-C grabber is running on the same machine. If NTP had been off by more than a second, the Loran monitor would have jumped to the wrong 1pps pulse and lost the Loran traces.

Does this 3second time offset come from my side ? No intentional change to blame !
Could be a glitch with the VK16E GPS receiver - used only for NMEA, not for the GPSDO.

Yes the undefined state of a divider before the PA can cause problems for coherent EbNaut (or Opera) transmissions. With the DDS, you could try to gradually advance the phase in 64 small steps to accumulate 360°.
