maybe the explanation is that with 10 minute averages my signal is just too close to the noise. Plotting your data as complex numbers seems to show a fairly Gaussian distribution around a global average at about -85 degrees.
Working back from the EbNaut result Eb/N0 ~ 2 dB in 3 minutes per net bit, we'd expect only around 7 dB SNR for 10 minutes averages during the morning. In addition, the noise seems to have gone up later in the afternoon. The transmitter was turned off at 18:00 UT.

transmission I will have to go find an independent means of monitoring
