      How does the HP Z3816A rate for short term stability compared to
caesium/rubidium based GPSDOs?

Haven't had the ability to do any measurements, but unlike most of the simple GPSDOs, the HP unit has a nice proportional oven crystal oscillator. That should really help the short-term stability.
