The lower frequency limit of the through line elements is 450kHz.
Therefore you won't get any sensible readings at 136kHz.
Besides that  SWR calculations from the forward and reverse
power readings generally are not very accurate at low SWR with the bird through 
line system.

Yes.
I'm using a LP100A vector wattmeter

with dual coupler option
Beside the standard coupler I have 
the RF sensor LPC6 (100kHz - 20MHz ,1KW) which is not listed on the web page
but is available on request.
The power rating is quite conservative.
