2. DHO frequency changes

On 13th Jan this happened

And since 2014-01-18 21:00 UT, the frequency has dropped by
about 70uHz,

For a long time, the frequency has been around 23400.000060 Hz,
so at the moment it is closer to the nominal frequency.
Those using DHO as a frequency standard may need to keep an
eye on this.
