   A more serious answer to the 10W ERP question:
I had to pick a number, so I am inclined  to pick the least restrictive parameters that I can.
I could have picked 0.1 Watt but what if someday I could manage 0.12 Watt? I would then have to operate illegally or reapply for the license. Perhaps someday one of us will have access to a commercial tower and actually be able to have 10W ERP. If that happy circumstance were to occur, I would not need a new license. You must keep in mind that experimental licensing  is a slow process and a new license takes months to issue.

Who of you can manage to radiate 10 W ERP on the 4 km band? I remember it was quite an effort to radiate 58 mW ERP at 33 km :-)

Just in from WG2XRS/4
 
You might have heard a group of us have received a license covering 68 to 76 kHz with 10 W ERP for most all modes including SSB!  Authorization came yesterday and already have W4DEX on QRSS and into W1VD and others with very solid sigs on 72.4 kHz.  Am gearing up for that operation as we speak.Bob, WG2XRS/4
