The licence of 476kHz in Japan is "rather sure",
but we don't know when (as far as I know).

Our Ministry of Internal Affairs and Communications
announced in September an action plan on Reorganization
of Frequency Allocation, incuding ;
to do considerations toward preparation of regulation
enabling allocation of 472kHz to 479kHz to amateurs.

Also in October they asked Public Comments with draft of
regulation change, which ended Nov.2.

So, it is "rather sure" that we will have 476kHz amateur band,
as secondary service with 1W EIRP, in Japan.
but we don't know when.

We expect (hope) next year, 2013.
