The audio pass band for OP8 is 1600 > 1700 Hz , with 136.000 dial set usb , you need to aim for a tone frequency inside this. 1650 puts you dead centre , qrg of 137.650 , I think the guard band is about 2 Hz , only needs the rx to be a few hz off and your out of the pass band .

OP32 is   1500 > 1600 Hz  , same  applies

GL, Will drop some posts in the Op group, see if can get some Rx stations your side , map looks a bit empty !

Yes VE7BDQ is on 137.700 .. not sure for how long as some arcing problems in the loading coil.. should I be lower in the band ??
was thinking the center was 1700 Hz up from 136...  maybe it's 1600 ??
