That looks very much like SAQ! Very typical. Maybe you can even hear
the tone between the CW keying (don't know how to describe better, it
has a special name). This is possible here with my active antenna for
VLF.

I tried to catch SAQ last year with a small
passive loop, but no luck.
Is the SAQ TX frequency always unstable
like last evening with 100 Hz drift (if that was SAQ)
