I have just looked at 
http://www.rsm.govt.nz/cms/licensees/types-of-licence/general-user-licences/amateur-radio-operators
 and see from the Schedule that there is a temporary allocation at 505 to 515 
kHz with EIRP limited to 25 W.

Maybe one day,,,
