I am replying to the group, since others may also be interested... 
Recently, I was rather pleased to find all the ITU recommendations can be 
downloaded free, directly from the ITU web site. Previously, you had to hand 
over a significant number of Swiss Francs to read them!
If you go to:

http://www.itu.int/pub/R-REC

and scroll down to "individual reccomendations", there are several lists 
under different subject headings. The Radio Noise document is under P - 
Radiowave Propagation, along with other interesting things for LF amateurs 
such as P.368 containing ground wave loss data. It is worth browsing the 
other lists also - there is a lot of interesting data from professional 
sources here, covering ELF to optical frequencies.
