Wolf obviously attempts to get a decode on just the first part of the
transmission if it can.

That is what the t = 24 / 48 / 96 seconds bit is at the beginning of the decode; a local signal will decode after 1/4 of the complete message has been received. It was KK7KA's intention to create a mode that would be efficient in a wide range of SNR levels. I believe Stewart had plans to develop it as a QSO mode, with stations alternating between TX and RX in an adaptive way to best suit conditions.
