A licence , then two way communications are possible , to date the
100 hz data limit is not applicable .. and I think in the light of the
ROS-MF series , not a problem should it befall us ... wide band data
tends to be clipped by the Q of the Ae's anyway and seems to give
little if any gain.. non of the MFSK / ROS HF modes out perform the
99 Hz MF ones on 500 ....unless a 100% broadcast is required then ROS
would be of little use .
While running 'broadcast ' experiments , there was some 'monkey
chatter' over using the licence to broadcast , but as it was and is
experimental, such conditions did not apply .. the monkey's soon
learned that beacons can be fun and joined in ... and as noted if a DX
grabber is now missing , quite loud chatter quickly follows ..
Perhaps the more medical out there may recognise this as BMS ?

And what are the restrictions in UK and EU countries regarding TX power or
ERP? Is there a limit?
Just thinking about a 1/2 wave vertical on 600m ;-)
