There is an on-line interference report form at:
https://stakeholders.ofcom.org.uk/tell-us/abuse-amateur-radio-system

There is some advice about completing this form on the RSGB web pages at http://www.rsgb.org/emc/i-am-experiencing-interference.php.

You didn't mention on what frequency you are experiencing QRM, but if it is 500kHz, you might be struggling a bit since this is not really an amateur band... with mains-borne noise on 136kHz, there is the problem that most EMC regulation noise limits apply only to 150kHz or above.
