I think we have developed similar hardware with different processors:
 
What size A/D and sine lookup table do you use ?

no divider in use. the accurate sine wave is generated by the high speed microcontroller AT90S2313followed by a R matrixc and a  lowpass filter cutqrg 10kHz..

the phase is GPS sychronized. the time is locked to GPS 1pps.

negative: the resolution (step size) is 0,3mHz (32-bit). theoretically. really: 63xmHz. the eeprom doesnt take any notice of the last two signs of the HEX group. so it can generate near 8970,000Hz:  8970,022xHz or 8969,959xHz.
