I have copied Haifa NAVTEX in broad daylight (16UTC) some days ago.
Just to have an idea about ERP of NAVTEX station: Den Helder NAVTEX is daytime copy of S9+30dB at a distance of 220km. PA0A is S9 here at a distance of 260km and running the full 5W ERP.
So Den Helder must be some kW ERP at least. I guest most NAVTEX stations are running ERP's in the 1..10kW range, a good 30dB (or more) above us ham's on 500kHz.

About half an hour ago Haifa was Q5 here on a PA0DRT antenna. Heaven knows what power they run.
Yes, activity is poor and I am sure much is possible, but if nobody is there...we shall never know.
