Mostly the screws of PCB provide the electrical connection between earth
and negative side. Sometimes it's enough to remove the copper of the PCB
in this area or using insulating washers between PCB and the metal of
the chassis.

Some or even most of the units also require a minimum load (in the 50mA
range) in order to work properly. Mine is working without such a minimum
load but making a chirping sound then....
