Comparing spectra from different WWLLN sites (http://webflash.ess.washington.edu/spectra.html), the origin of the 19.2 kHz transmission seems to be rather somewhere in the China area.

While bringing my VLF grabber back online this afternoon, I saw an additional MSK signal centered on 19.2 kHz. It is also visible on DK7FC's grabber. Perhaps related to the presumed NAA activity on 17.8 kHz? 
 
There is also a fourth active Alpha frequency now, supposedly the Revda station on 12090.773 Hz.
