As far as I know, the basic WSPR protocol does not allow more than the first
four locator characters although the latest WSPR software for PC has a checkbox
named "Force transmission of 6-digit locator". I think it is used by some
extended version of the WSPR protocol (QSO mode etc) and for automatic spot
uploading via Internet.

No gaps needed. They are there just for readability. No CR/LF needed either. The
PIC silently ignores those non-printing characters.
As you are using direct VCXO control, you don't need to use all download
commands, only T, U, W and possibly V (V only if you use a GPS). Set W to 0000
if your PIC XTAL is spot on frequency.
