What ITU document contains the definition that
digital modes are telegraphy. The official handbook issued by HM STATIONARY
OFFICE for radio officers states that telegraphy is on/off keyed morse code ie
CW and MCW
and telephony a voice transmission. Other permitted
modes fall into a different category.

Subject: LF: 500kHz in Belgium
All,
over the past weeks I received several questions
wether ECC Recommendation T/R 61-01 includes 501-504kHz in Belgium.
I
asked BIPT (our Ofcom, FCC, ...) and received this answer (in Dutch)
:
English
translation: A foreign holder of a HAREC licence may operate under the
same conditions as Belgian radio amateurs, using all approved modes and
frequencies. This includes the frequency range 501-504kHz.
So it
is legal to operate as ON/PAxxx/P, ON/Fxxxx/P, ON/Gxxxx/P etc. Restrictions
(that of course also apply to our foreign guests): - 501-504kHz -
NIB - max. 5W EIRP (not ERP !) - max. 100Hz bandwidth - only
telegraphy (as per ITU definition, thus includes digital text
modes)
