Well - the problem has gone away.   For some reason the "myweb.tiscali.co.uk/..." site address and several others had been put on a blacklist in my network security setup.  Something has triggered it off.

 

While I obviously don't want to go into specific details, currently this has been cleared.

 

My apologies for wasting your time and RSGB bandwidth.
