In addition to the "WSPR-only" program, the WSPR mode is also available
in the new WSJT7 program which is an open source project:

WSPR decoding is somewhat more complicated than transmitting...
(understatement of the year :-) )
K1JT kindly added a message output function in an early command line
version of the WSPR program. This can be used to generate a list of
symbols to be used in a stand-alone beacon. The message consists of 162
symbols where each symbol is 0..3 corresponding to FSK tones
lowest..highest. Each symbol, or "baud", conveys 2 bits of information.
Unfortunately, the old WSPR program is no longer on K1JT's home page but
I have a copy here if you need it (WSPR v0.3 r90).
A new QSO mode has been added to the WSPR protocol (in WSJT7) but I have
no idea how it works. (who wants to have QSOs anyway... ;-) )
