So I guess a TX power no greater than 4W would be sufficient to meet

A super efficient, optimally tuned Class-E single-FET amplifier
capable of the necessary power would indeed fit in your pocket.

However, we still wait for some technical details of this super QRP DX
transmitter.... and wait.... and wait....
