    I am NOT surprised!  About 10 years ago Radio Canada had a
defective shortwave transmitter on 11.955 MHz putting out strong spurs
+/- 100kHz (or more)  from the carrier frequency. This went on for
weeks. Finally I made a number of calls to Radio Canada and reached
the Sackville, N.B. transmitter site. I was told that it was an
automated operation and that a technician made rounds once a month or
so.
The person on the phone didn't seem the least concerned about the
interference and pointed out that:
1) It would cost extra to have the technician come in for this problem.
2) It was only one of the "little 100kW transmitters"!!!!

Perhaps this Navtex site is under similar management!
