There is a piece on this problem in the latest issue of QRP-Quartely, the magazine of QRP-ARCI:
"This sympton usually indicates that a small piece of iron or some other 
foreign body has found its way into the magnetic gap and is fouling the 
movement former"
"One method I have used for years with excellent results is to locate the 
particles against a white background using light and a magnifying glass. I 
then use a non-magnetic lead of a resistor or similar component prepared 
with a dab of contact cement ( of the type used to glue plastic laminate to 
wood panels and furniture) at the end.
Put a small quantity of cement on the lead tip and allow it to dry a little 
to become rubber-like and sticky. I then introduce the sticky end into the 
gap and chase the iron bits, rolling the tip on the pole pieces. Semi-dried 
contact cement is quite sticky and the small particles will adhere to it."
