With a quiet/noise-free Rx site [West-Wales], day-time cw sigs from Kent are detectable or at MDS.
 
A 1W ERP limit would allow daytime E-W [coast-coast/300mls] qso's, with quiet Rx sites.
 
A 4W ERP limit would allow daytime N-S [coast-coast/600mls] qso's, with quiet Rx sites.
 
Since most stations have significant noise-levels, these ERP values would still be too low for general inter-GB day-time use.
However, a x10 increase would be a realistic start.
 
I've been enjoying regular day-time qso's with GI4DPE at  250mls range, over a mixed land/sea/land path, with steady/repeatable s/meter readings, ideal for ant/tx experiments [both quiet sites]. 
So far, this has not been possible to the east over a land path with noise-limited stn's.
