Hi Stephan, well it looks as though most of the "elements" occur coincident with clicks or bangs (static?), the vertical bars. It could be a Loran line just starting to come up and "illuminated" by the noise. Sometimes the addition of noise or dither will push a signal over the threshold and make it detectable. Accurate measuremnt of the element and space lengths and starting positions will normally give you a good clue as to whether it is a signal or not. I usually make myself a little paper template for different speeds.
