This appears to be as one should expect. At that spacing, the miniwhip is little more than a probe within the near-field of the vertical.
When the vertical is connected and resonant, both the magnetic and electric fields of the frequencies of interest are accentuated within the sphere of influence of the vertical, while the unwanted signals (and the resulting intermod) are attenuated.
