When I last checked the regulations for France:

(i) we could not use 6m mobile, and the maximum permitted ERP depended on which 
department (and sometimes commune) you lived in.  In some areas it was not 
available at all

(ii) it seems that we may not get the extra hundred kilohertz on 40 metres for 
a while.
