Hi Bryan,
The high-speed data signal is most likely HWU on 18.3 kHz, french navy from Le Blanc. No idea how many mV/m they will produce at your location ... but the signal must be terribly strong in southern UK . It is also one of the strongest VLF signals here in northern DL (besides the German transmitter in Rhauderfehn of course).

Furthermore there is the Russion station "RDL" on 18.1 kHz, they seem to have been "playing" with their transmitter shortly after the SAQ transmission - which was confirmed by Ko, I could hear their signal a bit later also.
